River

Florent Lager, the founder and director of FLAG Resources, brings over 20 years of experience in the natural resources sector across Africa.

He has conducted numerous field missions in more than 10 African countries, collaborating with private companies, international donors, and private equity funds.

Florent began his career in 2004, providing advisory services to various companies in the oil, mining, forestry, and power sectors across Africa.

He spent five years at a boutique law firm in Paris, specializing in legal and tax advice for investments in mining, oil, and infrastructure projects (including PPPs, concessions, and public procurement).

He served as General Counsel for a mining company owned by Xstrata for five years and worked for eight years as the in-country director for a major iron project owned by Glencore in the Republic of Congo. Additionally, he has two years of experience as a consultant for an AIM-listed mining company.

He is an active participant in fact-finding missions related to the natural resources sector and has delivered numerous presentations at conferences and seminars in Africa and Europe, including events organized by ICC, UNCTAD, PFBC, OCP policy, the Commission of the Paris Bar, CADEV, and CAFI.

Florent has published over twenty articles in specialized journals such as Congo-Economie, ARCADIA, Revue Banque, CADEV, etc. covering topics including mining legislation, local content, African regional legislation (OHADA, CEMAC, UEMOA), international investment, infrastructures, public-private partnerships, and arbitration, in both French and English.

Florent has held significant leadership roles, including five years as President, five years as Vice President, and five years as General Secretary of the Mining Federation of Congo. He was also a member of the executive committee of the Extractive Industry Transparency Initiative (EITI) in Congo for twelve years. Since 2024, he has served as a French Foreign Trade Advisor (Conseiller du Commerce Extérieur de la France).

Florent Lager holds a Magistère in Economic Activities Law and a Master 2 in Contract and Property Law from the University of Paris 1 Panthéon Sorbonne, as well as a Master 2 in European Business Law from the University of Paris 5 René Descartes. He is also a graduate of the Paris Bar School.
